Transition the other microsites to use this #2
Description
After the issues of #1 are worked out, we should ask which of the other 18f.github.io microsites should get this treatment and follow through.
In the process, we should also try to normalize them on the consistent 18F template and consolidate their analytics snippet (UA-48605964-19).
