Default .zenodo template for repos.

CODE-RADE products each live in their own repository. When builds pass and releases are created, these trigger publications in Zenodo. In order to get the metadata of the publication correct, we require a `.zenodo`  file in the repo. 

We should create a template for this and perhaps update each repo's pull request template.
