Testing ground image with all of the testing tools.

A lot of testing should be done before applications are even built. Tests on the validity of the source code in the -deploy repos (python, shell, json, etc). We should create add an image to the AAROC Org on Quay to do the testing. It's a different environment, so should have all of the necessary tooling :

• python environment:
  • both python 2 and python 3 environments
  • pytest, unittest, etc
• ruby:
  • rspec
  • Test::Unit
