AElf.Tools issue with generating typescript

Description

There is an issue with AElf.Tools generating typescript descriptor for proto definitions.

Steps To Reproduce

1. Create a smart contract project with Lottery Template
2. Build using latest AElf.Tools
3. No typescript descriptors are generated

Current Behavior

• Building a contract causes an error with typescript generation

Expected Behavior

• Building contract should produce the corresponding typescript descriptor for proto declarations
