[feature] : Ancillary script/program for converting .topostats versions #100

Is your feature request related to a problem?
We have a versioning system for .topostats files. Currently there are 0.1 and 0.2 that have been defined and it may expand in the future.
Supporting old versions can unnecessarily bloat the code base. It would therefore be useful to have a simple method of converting old versions to the current, or user specified, version.
Describe the solution you would like.
A module that can be used to convert on the fly.
Also, having an entry point to batch convert a bunch of files up-front would be incredibly useful.
