NIP-28: defines how to interact with group chats on nostr

It reserves five event kinds (40-44) for immediate use:

40 - channel create
41 - channel metadata
42 - channel message
43 - hide message
44 - mute user

This issue should focus on:

• coding the nostr logic to construct notes kind 40 and 42 on the Abbot server
• coding the receiving of nostr channel messages

Backend - Nostr

• Need functions in the Nostr class to construct notes kind 40 and 42

Backend - Abbot

• new slash command
  • /ncjoin <channel_id> - sent from front end to telegram API, Abbot handles command by parsing channel_id and submitting a note kind 40 or 42 (need to figure this out) to "join" the channel then sends a message introduction; i think this necessitates note kind 40 to "join" (seems like create is the same as join) and then a second note kind 42 to intro himself
• /ncmessage <nostr_note_kind_42> - sent from Relay-Abbot (see API crossplatform POC #3) to telegram API upon getting notes kind 42 with channel id that Abbot is in; store and make request to telegram API including /ncmessage <nostr_note_kind_42>
