Get all credentials from all users

how-to Get all credentials from all users in a computer-remote computer(Generic, Windows and cert based)?

I'm admin user.

I am not even sure whether that is supported by the underlying Win32 API. As far as I know, the credentials are stored encrypted, and tied to a login session of the user. Without the user being logged in, they cannot be decrypted. (This also means they cannot be recovered when the user forgets his password.)
There may be backup / recovery mechanisms, e. G. via a Domain Controller.
