Optimize the Jira dashboard APi calls with in respect to support the Rate limiting support.

Expected change - The global rate limit in Jira will be set to 2 calls per second per node, we are lowering the API rate limit in Jira from 5 calls per second per node to 2 calls per second per node. Can we tune the jira dashboard plugin to meet this kind of api tuning optimizations

Do you have any ideas how this could be done? One way could be to have an option to fill the cache using the scheduler instead of "on demand" when there is a page view. Or would the "latency" be good with any retries caused by the rate limit?
