Coherent plan around serializing JBrowse filters/location to URL

The JB components: the browser, variant table, and variant search, all support various kinds of filters. This includes location and INFO field queries. When these components generate links to and from each other, they should serialize their state into those URLs (like preserving location). there should be central code around this where possible.
