TOR is generally unsafe for users without education

Routing all connections through TOR protects the node operator, however, it's generally considered unsafe for end users without education (Ie, using SSL Everywhere plugin, no unencrypted channels, etc etc).

We need some sort of protection for users:  Either use a VPN provider, or some sort of splash page educating the end user on safety whilst using TOR.
