Schema Viewer Fields appear in the wrong order

I'm not sure how extensive the issue is, but the entire element is appearing in the wrong order.

This problem appears elsewhere when we have elements declared locally versus references to elements. Whenever complex types are declared locally, the elements are not rendered in order in the viewer.
This is a problem for anyone relying on the schema viewer to create their files because they will not be valid.
@JieXiong9119 @nllong do you think that it is due to declaring FederalBuilding as a local complexType rather than declaring a reference to a higher-level element declaration like we do elsewhere? See this proposed fix for FederalBuilding specifically.

Not sure if it's related, but there are elements not showing correctly in the schema viewer. See this issue I created two years ago: BuildingSync/schema#474.
