Support N parallel threads for service checks

Describe the bug

In a rather large deployment of Web Seer, I could see checks for thousands of Web Sites. Ensure that WebSeer can properly scale to these types of setups.

Expected behavior

Use Cacti's register process to manage the active threads and to maintain state as other Cacti feature currently do.
