Webseer 3.2 does not send email notifications when URL status changes (up/down) #60

Describe the bug
In version 3.2 of Webseer, email notifications are not being sent when a monitored URL goes down or comes back up. This functionality worked as expected in version 3.0, which I have switched back to for now.
To Reproduce
Steps to reproduce the behavior:
- Configure Webseer 3.2 to monitor a URL.
- Set up email notifications for status changes.
- Simulate the URL going down and then up again.
Expected behavior
Email notifications should be sent when the URL status changes (down or up).
