Runners are not consistently reporting their status' back to GitHub

I think it's a GitHub-specific issue.

It might help to pin the runner version to an older one with the runnerVersion parameter to the image builder.

  runnerVersion: RunnerVersion.specific('2.320.0'),
});

const myProvider = new FargateRunnerProvider(this, 'fargate runner', {
