Increase RankID for Long-Range Leaders to min. "Lieutenant" #225

This PR highlighted that having long-range leaders at a min. rank of Lieutenant would be ideal to create automated permission rules based on RankID which should be in line with their level of leadership responsibilities.
Currently, the following roles are Sergeant and should be updated to Lieutenant.
- MAT Leader
- MMG Leader
- ENG Leader
- DMT Leader
- HAT Leader
- HMG Leader
- Mortar Leader
This change will also enable those roles to circumvent the initial ACRE speech level restriction.
EDIT: I also noticed that currently MAT and MMG don't have a set leader replacement. Best solution would be to adopt the Dagger setup where Gunners are set to Corporal in order to guarantee that DUI HUD picks them as the next leader. The Ammo Bearer has no advanced equipment (binocs, GPS etc.) thus they are the equivalent of Dagger Driver and should remain rank Private.
