Setting 'limit' in the params of a new store to '0' does not update meta 'total_records'

Current behaviour:

When limit is set to 0, the meta in the response shows an incorrect (and non-zero) value for 'total_records'.

Expected behaviour: 

When limit is set to 0, the meta is updated and shows the correct (zero-valued) value for 'total_records'.
