Transform the spectrometer publisher into an action #59
Description
Currently the spectrometer publisher, is a publisher that posts data constantly, but we don't need that. Make an action that when called opens up the camera and publishes the data for a set amount of frames or time (fps is 30 by default, but something like 5 or 10 is fine).
