How to track practical support money?

Thanks for creating an issue! Please fill out this form so we can be sure to have all the information we need, and to minimize back and forth.

• What are we trying to do?
  Funds spend a lot of money on practical support, and we don't do a good job of surfacing that. We should do at least one of the following:

• get it into the budget bar (probably?)

• do a second budget bar of just practical support? (maybe?)

• some other way to calculate
  At least some of the funds are tracking their psup and their pledge budgets separately, so we'll absolutely want at least SOME way to split that out.

• What feature or behavior is this required for?
  accurate money tracking!

• How could we solve this issue? (Not knowing is okay!)
  no idea yet!

• Anything else?
