Diagnostics results in a 404 when app is setup as a virtual directory

Created a bootstrap virtual directory.
app works using : http://localhost/bootstrap
click the diagnostics link, which has a URL of: http://localhost/_fubu
this results in a 404 error
url should be http://localhost/bootstrap/_fubu
