Describe the bug
⎕SE.Link.LaunchDir in an empty, restarted session (CLEAR WS) leads to a DOMAIN ERROR.

To Reproduce
Steps to reproduce the behaviour:

1. Start a new Dyalog session
2. Execute ⎕SE.Link.LaunchDir
3. See error

Expected behaviour
LaunchDir should return an empty vector or a valid path
