Can VBR be modified to CBR and set bitrate when using the encoder?

Hi Author:
I am using the encoder for the device, and since the device uses Constant Bitrate (CBR) and a fixed bitrate, it would be helpful if there were corresponding interfaces available for setting these parameters. 
Can you add some supports? 
Or can you  move to a source-based building approach for iOS?
