Show spinners in MyPlanner elements when waiting on 'get_' requests

Currently users are shown 'you have no drawings/bookmarks/layers' even when they do until the (too slow) requests return their stuff.

We should tell people the don't have any only when the query completes and none are found.

The text to help people add items to 'MyPlanner' should be available for someone even after they have added/imported something.
