Arm32/S390 issues #8
Description
Some time ago S390 and Arm32 stopped working. I finally started to look into this today and spotted a new line in your yaml called "big-endian". However try as I might I cannot work out how to use it.
For example, see, https://github.com/nigelhorne/CGI-Info/actions/runs/12011624123/workflow, which errors out with "No steps defined in steps and no workflow called in uses for the following jobs: build". True, there is nothing called "steps", but I can't work out from your sample S390x YAML file where it should go.
