Add a sequence in Shooter Subsystem to raise Pin Piston

The intake dropping a ball should raise the blocker once the ball is detected by the sensor.
Once the ball is there the blocker should rise.
The blocker piston should drop once the shooter sequence ends.

Slight change to the logic here: leave the shooter sequence the same, add the following to the shooter subsystem's periodic method:

• If the elevator piston is lowered (false) and the elevator ball detection sensor is tripped (false), then raise the blocker pin piston
