Implement some sort of brownout midigation #93

This is somewhat fuzzy but options to accomplish this include:

  • Rate limiting on joysticks to let the drive motors accelerate slightly less quickly
  • Not running any motor at 100% (for instance, test intake at 90% to confirm it still performs)
  • Possibly add current limiters
  • Add current limits on the feeder, intake, and deployer
