Feature request: Exposed Rail Speed Modifiers

I'd love if there was a way to change the speed modifiers of the rails in a config file of some kind. So I can make the rails faster and/or slower at each stage. And perhaps a way to change wat the base speed is so that regular rails can still be of some use. Not sure how plausible the second one is though.
