debug_trace_call: transaction index 0 out of range for block

Describe the bug

Frequently, when calling this via the json rpc endpoint, debug trace call will revert with this error, which seems out of scope for simulating a transaction on the current state.

To Reproduce

Simulate a transaction via geth.ethereum.org/docs/interacting-with-geth/rpc/ns-debug#debugtracecall

Block overrides active: Base fee to zero

Expected behavior

Error or success response of the simulated call - no block errors.
