[FEAT]: Re-adopt common util/ and share/ directories with other SWMF components

Ensure compatibility with the SWMF by cloning util/ and share/ from SWMFSoftware

This will be done either in the Config.pl script or the Makefile automatically. Should not affect how GITM is used, other than providing stability & feature improvements.

This is kinda done. To finish, we need to get the SWMF to stop using util/empirical/srcIE, which is a large project. I'm not sure we want to break the SWMF's util right now, but I have a working version of this (only tested from GITM, haven't checked any of the SWMF tests)
