update dependencies

The code has dozens of conflicts with newer versions of pytorch, pytorh-geometric, and ogbl. Please update the repository to support the new versions. The reported versions are very old and hinder reproducibility. My suggestion is to create a docker or a collab. The NCNC method is the most affected by conflicts, making reproduction nearly impossible.

Thank you for your suggestion. However, our NCN is a lightweight project with simple dependency, and docker is too heavy.

I have tried our code in a up-to-date environment: torch2.8+cu126 with the corresponding pyg. Everything still works well. Could you please provide further details on your problem?
