User Story
As a Source Code Inventory contributor, I want to propose a source code repository so that it will be included in the inventory for discovery and potential reuse.
Acceptance Criteria
When a repository is proposed, metadata compliant with the schema defined on the code.gov website is queued for review and approval by a Source Code Inventory manager.
