Converting numbers to words in Uzbek language

The converter method for the Uzbek language has an input parameter of type long, but its range is asserted to be between Int32.MinValue and Int32.MaxValue.
I understand that extending this range would mean adding some new translations of bigger numbers in Uzbek; however, since there are many use cases where it is necessary to convert bigger numbers, please consider extending the valid range for input numbers.

I wasn't able to get it fully in for v3, as I intend to release it very soon, but I have a workstream to use Crowdin the assist with the language translations. We'll get that in then.
