Investigate handling of server crash on startup #17
Description
Had a server apparently die during startup without any error logged, and RLS didn't relaunch it automatically - it just sat there trying to establish an RCON connection.
Need to ensure that the process status is monitored between the time that the server process starts and the time that main() starts waiting on timers/events, and that failing to form an RCON connection can't interrupt this either.
