`SpeciatedCrossoverRepopulator` hangs with too few living agents

In HyperCodec/neat#90, the code keeps hanging, but the GDB stacktrace and debug printing both suggest that the hang is occurring during the nextgen.

The line mentioned by GDB is https://github.com/HyperCodec/genetic-rs/blob/main/genetic-rs-common/src/builtin.rs#L166. Looks like 0..og_champions.len()-1 does not include the final index, which could cause a hang with not enough champions. I'm also noticing some other small bugs. I'll probably look deeper into this either later tonight or tomorrow (I don't feel like creating a new codespace rn).

will prob rename this after #96 is merged bc the bug still exists, the name is just different. I think I'll implement an error or Result into the thing.

Same issue occurs with speciation btw.
