Hyperion joining

Radar event is joining Hyperion. In some way, its complicated. We arent hyperion, but now they give us stuff? This means there will be some changes. @dethsanius might be able to update the ticket as we progress

• The membership fee is scrapped, and everyone pays the flat fee of 350 for a ticket. Note that this is not a hyperion membership, we are simply scrapping the "exploit" where you could buy a ticket for someone else to skip paying the membership fee
• "Track membership numbers" (this is written verbatim). This doesn't need to be done now, but we need to implement a membership table some time in the future, and populate it at event beginning. Basically, every "radar event" member gets their own unique membership number, and we need to keep track of what user has what number, as well as if they have a current or expired membership.
