Venv is not installed in target project

Describe the bug
Venv is not installed if target project is installed through cmd

Requirements

• CharmFL (1.9.1)
• Target project (https://github.com/pokidovea/immobilus)

To Reproduce
Steps to reproduce the behavior:

1. Open target projects folder in cmd
2. Run CharmFL on the project (C:\Users\valaki\Downloads\CharmFL-1.9.1\CharmFL\venv\Scripts\python.exe
   C:/Users/valaki/Downloads/CharmFL-1.9.1/CharmFL/main.py -d C:\Users\valaki\Downloads\immobilus-master\immobilus-master -fl )
3. Check the target projects folder
4. See error

Expected behavior
Venv should be created in the target projects folder
