deal with SOW cancelation and expiration

Sometimes you want to cancel a sow without finishing out all the hours, for instance if a task is complete.

The other situation is when the sow has expired.

Currently the hours just sort of hang around forever; I've gone in and shorted the allocations but that's changing history, not great.
