[FR] Add the "locale" command to the CLI.

Description

Add the "locale" command to the CLI. Which will save the current locale in the settings.
Use SettingsServiceInterface.

Пришлось создавать промежуточный класс ибо из-за инициализации SettingsRepository в SettingsService , просило имплементировать методы. Есть ли другой подход?
