When Use Penthrox Inhaler action is interrupted, Penthrox Inhaler ammo is still consumed.

Steps to reproduce

1. Full penthrox inhaler in inventory
2. Use on self and intterupt action
3. Notice penthrox ammo/charge was consumed

Expected behavior

Penthrox inhaler ammo is not consumed and inhaler is still full
