Create meaningful default configuration

We need to make meaningful default configuration so that people can start using the component right away.

This configuration should be renamed/saved as handout.config.dist.php and if no custom configuration file exists, this file should be used instead.

@severdia: can you go through all the settings and create default configuration that works out of the box?
