add README that includes purpose of mod and link to tutorial

Landing here sideways (searching github/using google to search for repos) leaves folks stuck. I'm unsure of what the purpose of the mod is and it looks like it's a fantastic example repository for those looking to get started with Forge mods.

Please consider adding a description of what the mod does and use a link to the tutorial in the description of the repository.
