Unhelpful Encoding Error when opening pcfg from attached zip

When doing some DCAF testing, I downloaded the integration test as a zip.

When I opened the pcfg file that I extracted from it, I got the following error:

However, when I opened the file by downloading it using the git client, I was able to use the file without issues.

Also, the 'corrupt' version could be opened just fine in text editors.

It would be nice to figure out if this is something that can be avoided or to warn the user that downloading it as a zip has been error prone in the past.

On the first line of the zip pcfg files I see 1.0.0\n rather than what I thought I put in there, which is \r\n. Unless its changed, I believe I specifically coded in both \r and \n because if you use the EOL constant on windows you can't load the file on a linux-rt target. I would assume this is the same issue, and if it is, its probably due to git's insistence on trolling people with eol constants. I believe to fix this you create a gitattributes file. This was resolved already elsewhere in dcaf, I think the core, previously.
