Incorrect annual average for monthly IP temperature outputs

Issue overview

When adding a custom monthly report using InchPound as the unit type, the annual average line displays an incorrect value for temperatures in Fahrenheit; it appears 32 needs to be added to get the correct value. The monthly and min/max values are correct, only the annual average line has the issue. Screenshot of the html report:

The issue occurs for at least 23.1 - 25.2; I have not tried earlier versions.
