Add tests for how operation models affect flows

There was a bug recently identified in how flows respond to the AWCTurbine operation model #1089; @gyalla also provided a bugfix in #1090, and I was going to add a test to confirm that the expected behavior occurs going forward, but I realized we don't have a set of tests for how the flows are affected by changing operation models. Perhaps this is something that should be added to the regression tests---the reg tests current test yaw misalignments with the CosineLoss operation model, but not other types of control.
