Feature request: Handle zero frequency bins in `get_turbine_thrust_coefficients()` and `get_turbine_ais()`

As raised in WISDEM/Ard#127 and described further in this comment, the special handling included in FlorisModel.get_turbine_powers() to "refill" zero frequency wind speed, wind direction, and turbulence intensity bins when running FLORIS with a WindRose or WindTIRose is not currently replicated in FlorisModel.get_turbine_thrust_coefficients() and FlorisModel.get_turbine_ais(). As a result, the shape of the outputs from these methods is difficult to handle and has to be reshaped to match that of FlorisModel.get_turbine_powers().

It would be good to improve handling there. Unfortunately though, that will be a breaking change for users (such as Ard) that already have external handling in place. We could provide a flag to optionally reshape, or fix this for the next major FLORIS version.
