Cannot access PAC data in PAC homepage blocks

Describe the bug
When I go to add PAC Posts to the block, it shows Posts from somewhere else not PAC

There are two potential issues here. I've "resolved" both for now - meaning that the correct tenant is being used for the Payette home page now and blocks should work as expected.

But here's what I found:

1. Somehow the tenant field of the homePages document for Payette had been changed to another tenant (specifically the nwac tenant with id 2). This shouldn't be possible in production so this is likely a bug.
2. Once the correct tenant was set for the Payette homePages document the static posts filter in a BlogList block should have been filtering correctly. It was but no results were coming back. There was only one post and it had a draft version and a published version. But it wasn't being returned in the results. I wonder if this is because draft is being set to true in the API call (potentially a default Payload behavior) and so the most recent version of that post is a draft and therefore doesn't fit the filters:

It's possible this is an existing bug or something that was introduced in a newer version of Payload.

What's curious about the second point is the post block was returning the 3 stock payload posts which I had previously deleted from PAC.

Yea that's confusing because if the tenant was incorrectly set to the NWAC tenant, I would have expected it to show NWAC's posts. Maybe whatever was causing the tenant to be set incorrectly had set the tenant to DVAC or something.
