feat: plugin registry

It would be nice to list the available plugins that the r2x team supports. That way users can run a command like r2x registry list or similar and get a list of available plugins and translations to install.

To take it a step further, we can allow users to enable a community registry to enable plugins developed outside of the r2x team.
