Problem occured during installation

Eclipse 4.3 Kepler new feature Installation Remediation makes installation several times longer, and/or fails to install.
THERE MUST BE OPTION TO DISABLE THIS FEATURE

I use File-> Import .. -> Install Software Items from File
to configure teams Eclipses within organization.
There is also Eclipse Node.js IDE ( http://marketplace.eclipse.org/content/enide-eclipse-nodejs-ide )
that use the same approach: i.e. list of needed plugins in one .p2f file.
When using Eclipse 4.3 Kepler, installation fails.
We reside in Beijing, China. Network latencies are bigger.
That may be the cause, but why I can't just disable this new feature?

Tested with both Standard RC1 & RC2. (It was quick and perfect on Juno)

Installation Remediation 

In order to help you deal with dependency errors while installing software, the various installation wizards now contain a new wizard page. This page, called remediation, proposes various solutions in order to help you proceed with the installation, even when the exact change you requested is not possible. 
The picture below shows a screenshot of this page in action. In this particular case the user is trying to install something that is conflicting with what is installed, and the wizard gives the option to update what is installed so that the installation can proceed.

Installation Remediation DOES NOT respect selected items in File-> Import .. -> Install Software Items from File "Import Software Configuration" Dialog.

For example, If selecting only 1 plugin (for example StartExplorer in ENodeIDE.p2f https://raw.github.com/Nodeclipse/eclipse-node-ide/master/ENodeIDE.p2f ), installation will contact ALL update site. So installation takes 1-2 minutes instead of 5-10 seconds before (in 4.2).

Implemented logic is 
"
- On import when the p2f is loaded, the "contact all update site" option will be automatically enabled if the p2f has an entry without a repo.
"
should be
- On import when the p2f is loaded, the "contact all update site" option will be automatically enabled if there is selected p2f entry without a repo (repository tag). 
If selected p2f entry has repo, only it should be used.
If p2f entry is not selected, plugin/feature and repo both should be excluded from next processing.
