Add time based range for live graphing #467

Description
We switched from time based range to data point based range for the graph screen, in favor of not overwhelming the browser when topics pinged us faster. However, ultimately we should support time based range as it's more intuitive and can be useful if topics are similar in speed.
Acceptance Criteria
- Point based range is still available.
- Default selection is time based range
Proposed Solution
