[RulesDashboard] - Project Rules Page

Description

Build the entire project rules page with ruleset type selection, top level project rule dropdowns, delete icon for all project rules, show status for all rules (parent rules status based on leaf rules status), and update status for only leaf rules.

Acceptance Criteria

• all of the above features have been implemented
• most of the required hooks have been implemented

Proposed Solution

Use the abstract dropdown row, should just be mapping the rules assigned to a team onto the page and associated modals/components.
