Implement DCL and CCL Calcs

We want to research and implement CCL and DCL calcs that will gauge the limit for the amount current our motor controller will draw. These algorithms should be documented in the form of graphs, and then implemented in code to be sent over CAN.

There should be a separate thread that runs algos for both the DCL and CCL calcs, where DCL should be run at a faster rate to monitor the pack current during its higher-current period
